July 16, 2020:
First, some breaking important Phase 4 news: Governor Cuomo announced today that New York City is on track to move to Phase 4 of the state's reopening plan on Monday, but it will do so without the reopening of any new indoor venues like malls, museums and more. Phase 4 industries include Higher Education, Low-Risk Outdoor Arts & Entertainment, Media Production, and Professional Sports Competitions With No Fans. We've recieved a lot of questions on when indoor dining would resume and capacities would increase. We currently have no information on either question, but will keep you updated.
Furthermore, the state also announced that they will more aggressively enforce the complaince of social distancing restrictions, particularly for NYC bars and restaurants. There will be a new "three strikes and you are closed" for establishments that violate orders to keep people from gathering or lingering in close quarters, and egregious violations of the rules can still result in immediate closures. Please abide by social distancing guidelines and ensure you and your customers are wearing masks.
July 15, 2020:

On July 11, the U.S. Small Business Administration (SBA) announced that it would discontinue making Economic Injury Disaster Loan (EIDL) Advances to new applicants, having allocated the full $20 billion appropriated by Congress. However, the SBA is still processing EIDL loan applications, which provides loans of up to $150,000 to help small businesses and private non-profit organizations overcome COVID-19 related loss of revenue. If you have not yet applied, now is a good time to do so.
July 14, 2020:
While not yet official, New York City could enter Phase 4 as early as Monday, July 20. Phase 4 industries include Higher Education, Low-Risk Outdoor/Indoor Arts & Entertainment, Media Production, Professional Sports Competitions With No Fans, and Malls. This weekend, (July 17-18), Borough President James Oddo is launching the “Own the 18” program, which encourages home and business owners to remove litter from their property, as well as 18 inches into the street. Those who participate are encouraged to post before and after photos on social media with the hashtag #ownthe18 to be re-posted by the office’s social media accounts.
July 13, 2020:
Late last week, DOT released info that now allows for tents or canopies (instead of only umbrellas) on roadway dining. The bulletin reads: "Tents or other shelters that are on the sidewalk where the restaurants or bars have obtained approval through NYC Open Restaurant Program and are less than 400 SF each in area. Areas of multiple tents that are combined or are tied to each other cannot exceed 400 SF in total." You can read the full bulletin here.
TD Bank has launched The 2020 TD Ready Challenge, which seeks to provide financial support to organizations that have designed innovative, scalable and/or replicable solutions to help address the pandemic-caused issues faced by communities that are experiencing disproportionate impacts of COVID-19 across North America. TD is awarding a total of $7,450,000 in grants to organizations working quickly to make a long-term impact towards equitable recovery. Apply here.
As New York City reopens after Covid-19, small businesses, nonprofits, and other organizations throughout the five boroughs will need to purchase supplies in order to operate safely and efficiently. The Manufacturing and Industrial Innovation Council, with volunteer support from TTP and local industry partners have launched the NYC PPE + Reopening Supplies Marketplace. The Marketplace provides a one-stop-shop for businesses to find products such as (i) face masks and coverings, (ii) face shields, (iii) gloves, (iv) cleaning and disinfectant products, (v) thermometers, (vi) physical barriers and portable furniture, and (vi) other supplies needed for re-opening. After violating social distancing rules last month, a historic NYC tavern's liquor license was suspended. Be sure to keep in mind that, although outdoor dining is now available, COVID-19 is still a threat - and we don't want to see our members hit with fines. Tommorrow, the New York City Department of Small Business Services is hosting a webinar entitled "NYC Small Business Reopening Guidelines for Personal Care Industry." Representatives from various City agencies will be on hand to answer any questions about reopening your business. Registration is free.
The Lowe's-LISC Grant application is reopening on July 27. Grants will be offered to small business owners to help meet their most immediate needs. Eligible expenses include paying rent and utilities, meeting payroll, paying outstanding debt to vendors, upgrading technology infrastructure, and other immediate operational costs.
New York & Company has released "All in NYC: The Roadmap for Tourism's Reimagining and Recovery." The roadmap examines the next steps for New York in the face of the pandemic.

The College of Staten Island is seeking entrepreneurs for a COVID-19 research study. The purpose of this study is to examine the effects of the COVID-19 pandemic on the psycho-entrepreneurial (emotional, mental, and business-entrepreneurial health) well-being of entrepreneurs. To be eligible, participants must have been an entrepreneur and a business owner in the United States on March 14th, 2020; and aged 18 years and older. The study will take 20 minutes of your time. As mentioned yesterday, NYC has entered Phase 3. Personal care businesses - including tattoo and piercing facilities, appearance enhancement practitioners, massage therapy, spas, cosmetology, nail specialty, UV and non-UV tanning, or waxing - can now reopen. However, they must follow the guidelines, which can be found here.
On Friday, July 10, the NYC Department of Small Business Services is hosting a FREE webinar entitled "NYC Small Business Reopening Guidelines for Personal Care Industry," which will dive into the guidelines at greater detail. If you have any questions about Phase 3 and what it means for your business, we highly recommend signing up.
July 6, 2020:
As you may know, New York City has entered Phase 3 of reopening today. That means that personal care businesses - including tattoo and piercing facilities, appearance enhancement practitioners, massage therapy, spas, cosmetology, nail specialty, UV and non-UV tanning, or waxing - can now reopen. However, they must follow the guidelines, which can be found here.
Among the most notable guidelines for Personal Care businesses is that employees must be tested for COVID-19 through a diagnostic test every 14 days, so long as the region in which the personal care workplace is located remains in Phase III of the State’s reopening.
Indoor Dining was originally part of Phase 3, but has been postponed due to the recent influx of nationwide COVID cases. We will continue to update you as more news becomes available. Parts of Staten Island are expanding their outdoor dining options, including New Dorp Lane. Weekend closures began Friday on New Dorp Lane, between Hylan Boulevard and South Railroad Avenue, and will continue each weekend. The closure will run from 6 p.m. to 11 p.m.
July 2, 2020:
The Staten Island Chamber staff will be off tomorrow, so we'd like to wish you an early Happy Fourth of July weekend. We are so proud to support this wonderful borough in the most special country in the world.
Some good news: Following a request from Councilman Steven Matteo, the city has agreed to close a portion of New Dorp Lane to vehicular traffic on weekend evenings to allow for additional outdoor dining opportunities for restaurants along the corridor.
Yesterday, we hosted a facemask pickup and delivery day for Staten Island businesses. Within a month, the Staten Island Chamber - with tremendous help from our volunteers - distributed more than 120,000 masks to local businesses. Once again, a special thank you yesterday's volunteers!

July 1, 2020:
Happy July! As we predicted yesterday, New York City has officially postponed indoor dining due to the recent influx of COVID cases nationwide. Indoor dining was set to begin on Monday, July 6, as the city moves into Phase 3 reopening, which includes the reopening of nail salons, tanning salons, and massage parlors.
Meanwhile, the NYC DOT continues to update their guidance on outdoor dining. You can find the most up-to-date guidance here.
Earlier today, we hosted another mask pickup at our office. We'd like to say thank you again to all of our volunteers who spend the morning delivering masks to local businesses. Stay tuned on our social channels for photos.

June 30, 2020:
First, some unfortunate news: As we see the resurgence of Covid-19 cases in states around the country, Governor Cuomo and Mayor de Blasio announced yesterday that they're considering postponing reopening indoor restaurant and bar service at a 50% reduced occupancy in NYC, which was scheduled to begin on July 6th. We're expecting a decision tomorrow.

June 26, 2020:
We have a lot of news to share with you regarding Phase 3 and good news for restaurants.
Yesterday, Mayor de Blasio announced that NYC is on track for a Phase 3 reopening as early as Monday, July 6. Phase 3 industries include restaurants/food services and personal care (tattoos, massage therapy, spas, cosmetology, nails, etc.). Read the guidelines here. Note that the date is subject to change. Please continue to social distance and wear a facemask to ensure we stay within reopening metrics.
Upon our entrance into Phase 3, restaurants will be able to host indoor dining at 50% capacity. We've been asked when capacity would increase (across all fields) but we unfortunately don't have an answer on that yet.
Shifting to outdoor dining: the City has issued further guidance on street seating:
All roadway seating must now have min 18” wide contiguous barriers (planters or something of similar weight) on all 3 sides, regardless of number of travel lanes.
All barriers must have retroreflective tape or reflectors.
We are allowing platform decks in roadway w/ clarity that they must be moved for utility access, etc…
We are allowing umbrellas w/ weighted bottoms in both roadway and sidewalk areas but they may not extend past the barrier or obstruct access to or ventilation of utility covers

Lastly, Governor Cuomo is expected to issue a new Executive Order that allows restaurants and bars to continue selling cocktails and wine for takeout and delivery for at least another 30 days, which will hopefully continue to provide a much-needed boost to restaurants.

New York State has issued guidance for Phase 4 industries, which includes higher education, low-risk outdoor and indoor arts & entertainment, and media production. Read the Phase 4 guidelines - and guidelines on all other Phases - here.
New York, New Jersey, and Connecticut will require a mandatory 14-day quarantine if you are returning from out-of-state hotspots. Please keep this in mind if you plan on traveling, particularly to Alabama, Arkansas, Arizona, Florida, North Carolina, South Carolina, Utah and Texas.

June 22, 2020:
Welcome to Phase 2! Today, more non-essential businesses will be allowed to open under low-contact conditions. Those businesses include real estate, offices, in-store retail, vehicle sales, repair services, cleaning services, hair salons and barbershops, outdoor and take-out food services, and commercial building management. June 19, 2020:
As mentioned yesterday, NYC is finally clear to enter Phase 2 this Monday. Every business that is re-opening needs to fill out a Business Reopening Template and have it on site.
For many of our restaurant members, today is the day you've been waiting for: NYC has finally issued guidance on outdoor dining for Phase 2, alongside an online application. Click here to read the full details and complete the application. You do not need to apply to place outdoor seating on private property.
If you plan on serving alcohol outside you need to reach put to SLA. Any licensee that expands its premises pursuant to the immediately foregoing paragraph shall, within 5 business days of doing, so submit an updated diagram to the SLA at temporaryalterations@sla.ny.gov - please include your license serial number in the subject line. Failure to do so shall subject a licensee to disciplinary charges for illegal extension of premises.
June 18, 2020:
Yesterday, Governor Cuomo announced that New York City is on track for a Phase Two opening on Monday, June 22. We highly recommend brushing up on the Phase Two guidelines. Industries opening in Phase Two include offices, real estate, essential in-store retail, vehicle sales, retail rental, commercial building management, hair salons and barbershops, and outdoor dining.
As New York City moves towards Phase II reopening, it is extremely important that eating and drinking establishments familiarize themselves with the guidelines. To be proactive and ready, please review the guides for restaurants to understand what the new requirements are.
Chamber Member DDS Employee Screening Services has authored an article series entitled "Fitness for Your Business," which examines how businesses can get their workforce in shape for the future.
The Partnership Center is supporting HHS and FEMA’s efforts to make face coverings widely available in order to limit the spread of COVID-19. The face coverings, produced and delivered in partnership with USPS and the National Council of Textile Organizations, are being made available to community-based organizations at no cost (and while supplies last). The Staten Island Board of Realtors and Richmond County Real Estate Institute are offering the New York State Real Estate Salesperson License 75-hour course virtually, with a special promotion exclusively for Chamber Members. June 16, 2020:
Finally, some new Phase 3 information:
Small-scale entertainment is allowed as part of Phase 3 "on-premise" so long as the establishment (i.e. restaurant) is licensed for such activity and all proper social distancing (i.e. singers need to be 12 feet), and disinfecting protocols are in place.
Limits on in-person gatherings will rise from 10 to 25 people.
Governor Cuomo has announced that low-risk youth sports for regions in Phase Three can begin on July 6th.
June 15, 2020:
This Wednesday, Chamber President & CEO Linda Baran will be a panelist at Staten Island Rising, an online summit of thought leaders speaking about the challenges we are currently experiencing.
The start of NYC's second reopening phase is tentatively scheduled for next Monday, June 22. Read the Phase Two industry guidelines here.

Yesterday, The Staten Island Chamber of Commerce joined the NYC Department of Small Business Services (SBS) for a mask giveaway and neighborhood walkthrough. To kick off the event, neighborhood business owners, entrepreneurs, Chamber staff, representatives from the office of Council Member Debi Rose, and SBS representatives gathered at Flagship Brewery’s taproom, a hotspot in Downtown Staten Island. Chamber President & CEO Linda Baran and SBS Commissioner Jonnel Doris jointly addressed the crowd, discussing issues the community has faced during the COVID-19 crisis.

Some good news: For the first day in months, New York City witnessed zero confirmed deaths due to coronavirus, current records show.
Mayor Bill de Blasio on Thursday said that city restaurants will be able to temporarily create an influx of seating on sidewalks, in parking spaces and in open streets during Phase 2 of NYC's reopening.
Last week the Chamber hosted a discussion between local restaurants and the New York City Hospitality Alliance. GOOD NEWS: Yesterday, Governor Andrew Cuomo announced that restaurants in the state can have outdoor dining in the second phase of reopening — which means NYC could get it as soon as June 22. The guidance regarding outdoor dining can be found here.
NYC has launched the Test & Trace Corps, which fights COVID-19 so that New Yorkers can get back to school, work and leading their lives. The program ensures that all New Yorkers can recieve testing and and can safely isolate to prevent the spread. It also mobilizes Contact Tracers to identify the spread.
Yesterday, the Senate unanimously approved H.R. 7010, a bill that will dramatically alter several critical terms of the recently-enacted Paycheck Protection Program (PPP). The bill, which passed the House last week, now heads to the President’s desk for signature.

Last month, we distributed a survey to gauge the effect that COVID-19 is having on our members. The survey focused on the ability of small businesses to obtain loans & grants and examined how the pandemic affected renters and property owners. The good news: the majority of respondents were able to obtain funding and remain open during the crisis. However, survey findings confirmed that tenants are increasingly unable to pay rent while landlords are struggling to pay mortgages. Thank you to everyone who participated! New York has issued guidance on Phase Two industries and reopening. New York City is scheduled to enter Phase ONE on June 8.
Gov. Andrew M. Cuomo announced Sunday that dentists across New York State will be allowed to reopen today. Dentists' offices will be required to follow state guidelines on safety and social distance, Cuomo said in a statement issued after his daily news briefing in Albany.

Last night, we launched a petition urging Governor Cuomo and Mayor de Blasio to reopen Staten Island businesses. "Small businesses in New York City are the greatest problem solvers in the world," the petition states. "Since Governor Cuomo issued his 'New York State on PAUSE' executive order that began on March 22, we have had ample time to think about how we can best prepare to operate safely in this new environment. We are prepared to take every precaution necessary to make our employees and customers feel comfortable and safe." Mayor Bill de Blasio laid out a plan yesterday for “Phase 1” businesses to reopen in the first half of June and cautioned that any business found opening before they are supposed to will be met with swift action from the city.

For the first time since the coronavirus pandemic began, Staten Island University Hospital had no new admissions for patients with COVID-19 on Sunday. The milestone was reached for both the Ocean Breeze and Prince’s Bay campuses, according to a spokesman for the medical facility.
Linda Baran, President and CEO of the Staten Island Chamber of Commerce, authored an op-ed for the Staten Island Advance entitled "Ferries are the lifeline of Island’s recovery." On Friday, the Small Business Administration (SBA), in consultation with the Department of the Treasury, released the Paycheck Protection Program (PPP) Loan Forgiveness Application and detailed instructions for the application.
Gov. Andrew Cuomo issued an executive order extending stay-at-home orders for parts of New York. The “New York on PAUSE” order will remain in effect until at least May 28 for regions that haven’t hit the seven benchmarks necessary for reopening. Those regions include New York City, Long Island, Western New York, the Capital Region and the Mid-Hudson Valley.

SBS has launched an appeals process for businesses who applied and were denied for the City’s Employee Retention Grant Program. The New York City Council voted on a legislative package yesterday aimed at protecting small businesses and restaurants during the coronavirus pandemic. The package included seven pieces of legislation that would cap the amount of commission a third-party delivery service is allowed to charge at 15% per order for delivery and 5% for all other charges.
The State Liquor Authority has extended its COVID policy of license fee deferrals for bars and restaurants. Previously, SLA permitted bars and restaurants with licenses expiring in the end of March and April to defer payment of their license fees to May 31, 2020. SLA has now extended that deadline to July 31, 2020. In addition, SLA is now permitting bars and restaurants with licenses expiring in the end of May and June to also defer payment of their license fees to July 31, 2020.

Saying that "we are on the other side of the mountain," Gov. Andrew Cuomo said yesterday that it is time to start to reopen businesses in parts of New York and restore life to some semblance of normalcy amid the coronavirus pandemic. Several regions could begin to reopen by this weekend.

The Local Initiative Support Coalition, developed in partnership with Sam's Club, is about to offer a new grant opportunity. In a letter addressed to New York City Council Speaker Corey Johnson, the Staten Island Chamber of Commerce joined other Chambers, healthcare employers, and business groups to reject one-sided COVID-19 legislation from New York City Council.
The College of Staten Island’s Office of Sustainable Community Planning has created a COVID-19 resource dashboard, which provides critical data for New York City and Staten Island, including the number of COVID-19 cases, hospitalizations, deaths, and other pertinent information.
Humanities New York (HNY) is providing HNY CARES Emergency Relief Grants to humanities organizations facing financial hardship as a result of the pandemic. Funding for this grant is provided by the CARES Act and the National Endowment for the Humanities.
Two digital companies are providing free ad credits for Small Businesses to help them advertise online:
Google launched Ad Credits for Google Ads, providing $340 million in ad credits for COVID-19-impacted small businesses. The ad credits can be used towards future ad spend on the Google Ads platform, including Google Search, Display, and YouTube ads, until the end of 2020. Eligible small businesses that spent on ads in ten out of the twelve months of 2019 and at least one month in 2020 will be notified and have ad credits applied to their Google Ads account.
YELP is offering waived advertising fees, free products, and services until May 25th to independent, local restaurant and nightlife businesses. For businesses with existing Yelp Ad campaigns, they will be waiving charges for ads delivered in the second half of March. For businesses that offer takeout and delivery, Yelp will set up $100 in free Yelp Ads campaigns for the months of April and May. The West Side Community Fund and Citizens Committee for NYC have partnered to launch West Side Small Business Grants, offering grants of $5,000 to $10,000 with priority going to small businesses owned by people of color, immigrants, and women. To be eligible small businesses must demonstrate a revenue decrease of at least 25%, have 10 or fewer employees and conduct business in the map area found in the application. Earlier today, Governor Andrew M. Cuomo outlined additional guidelines for the phased plan to re-open New York on a regional basis. Each region of the state - Capital Region, Central New York, Finger Lakes, Mid-Hudson Valley, Mohawk Valley, New York City, North Country, Long Island, Southern Tier and Western New York - must follow these guidelines as part of the re-opening plan.
A special military flyover will cross the skies over the city today, designed to be a tribute to those on the frontlines fighting coronavirus.
Gov. Andrew Cuomo outlined a phased plan to re-open New York and re-imagine a new normal for the state starting with construction and manufacturing. He added parts of upstate New York will likely begin reopening before New York City. After hearing from roofers, fencing companies, painters, pool maintenance/installation companies, construction and home improvement firms who perform work outdoors or in unoccupied indoor space, Assemblywoman Nicole Malliotakis feels these businesses throughout the entire state of NY should be able to resume this work.

The U.S. Small Business Administration will resume accepting Paycheck Protection Program (PPP) loan applications TODAY at 10:30 a.m. from approved lenders on behalf of any eligible borrower. Funds may not last long, so file your application as soon as possible.
Verizon’s Small Business Recovery Fund has relaunched, providing grants of up to $10,000 to businesses facing immediate financial pressure because of Covid-19. Applications must be submitted by Tuesday, April 28 at 11:59PM EST.

The President is expected to sign the $484 billion relief package today, which promises to replenish PPP and provide a lifeline to small businesses.
The U.S. Chamber of Commerce has authored two helpful guides:
An “Independent Contractor’s Guide to CARES Act Relief.” If you are an independent contractor or are self-employed and don’t have any employees, the guide tells you what you need to know about each program.
A “Guide to the Employee Retention Tax Credit,” which explains the new employee retention tax credit for employers who are closed, partially closed, or experiencing significant revenue losses as a result of COVID-19.

The NYS Department of Labor has launched a new, streamlined application for New Yorkers to apply for Pandemic Unemployment Assistance without having to first apply for Unemployment Insurance. This one-stop-shop for unemployment benefits will connect New Yorkers with the benefits they deserve faster, without requiring them to call the Department of Labor.
This Friday, the Better Business Bureau is hosting “Communicating Effectively: What Your Business Can Do Now,” a webinar featuring the BBB and senior managers from New York Daily News about how your business can stay more visible to current and potential customers and be well-positioned for the future.
Yesterday, the U.S. Senate approved additional funding for the Paycheck Protection Program (PPP), as well as the SBA Economic Disaster Loan Program. We expect the House to vote on this bill on Thursday, April 23rd. However, once replenished, we expect PPP funds to once again be depleted within days.
On Tuesday, Governor Cuomo committed to reopening New York State based on regions and severity of coronavirus impact in specific regions.

The National Endowment for the Humanities (NEH) today announced new grant guidelines designed to rapidly distribute CARES Act funding to cultural nonprofits affected by COVID 19. This new funding opportunity, NEH CARES: Cultural Organizations, will provide grants of up to $300,000 to sustain humanities organizations and preserve jobs in the cultural sector. NEH will award grants to museums, libraries and archives, historic sites, independent research institutions, professional organizations, colleges and universities, and other cultural organizations across the country to help these entities continue to advance their mission. New York State has issued additional guidance on Friday that allows non-essential retail establishments (as defined by the Empire State Development Corporation) to fulfill delivery orders placed remotely via phone or online. Please note that only one employee may be physically present at the business location to fulfill orders.
Our elected officials in Washington will be voting THIS AFTERNOON on a new measure that would devote another $310 billion to the Paycheck Protection Program, an initiative created by last month’s Cares Act that was initially funded $349 billion but has since run dry. Due to the exhaustion of the initial funding appropriated by the CARES Act, the SBA has announced officially that they are currently unable to accept new applications for the Paycheck Protection Program (PPP) and the Economic Injury Disaster Loan (EIDL). We are hopeful that Congress will allocate additional funds to support small businesses. Since these programs are first come first served, we encourage businesses to continue to prepare applications and documentation in anticipation of future funding. The Small Business Administration has announced that it is not accepting further applications for forgivable PPP (Paycheck Protection Program) loans due to a lapse in appropriations for the program. Congress is currently trying to reach agreement on a renewed funding package for the program.

Effective TODAY, Wednesday, April 15: Governor Cuomo signed Executive Order 202.16 which states, “For all essential businesses or entities, any employees who are present in the workplace shall be provided and shall wear face coverings when in direct contact with customers or members of the public. NY Gov. Andrew Cuomo announced on Monday that he will coordinate the economic reopening of New York with five other states -- Connecticut, Delaware, New Jersey, Pennsylvania and Rhode Island. The 18-member council will be staffed with an economic development official, a public health official and the chief of staff from each governor's office.

The SBA will officially start accepting applications for Paycheck Protection Plan (PPP) loans from independent contractors and sole proprietors today. The loans can be used for the sum of payments of any compensation to or income of a sole proprietor or independent contractor that is a wage, commission, income, net earnings from self-employment, or similar compensation and that is in an amount that is not more than $100,000 in one year, as pro-rated for the covered period. The Office of Disaster Recovery at the Division of Homeland Security and Emergency Services is continuing to hold virtual Applicant Briefings to discuss federal funding from the Federal Emergency Management Agency (FEMA) that may be available under the COVID-19 major disaster declaration (DR-4480). The briefings will provide state agencies and authorities, local governments and private non-profits guidance on the eligibility standards for being an applicant under a FEMA disaster grant and what types of activities are reimbursable under this current declaration. There are ten briefings planned, running from 4/6 - 4/17.

The U.S. Chamber of Commerce has created guides for understanding and applying for the Employee Retention Grant and the Economic Injury Disaster Loans.
The Staten Island Chamber of Commerce has partnered with Borough President James S. Oddo, the United Federation of Teachers, and local restaurants and caterers for an initiative, “Feeding Our Frontline.” The program will provide grab & go meals to hospital staffs at Staten Island University Hospital (both the North and South campuses) and Richmond University Medical Center. To kick off the program, the Borough President, the United Federation of Teachers, and the Staten Island Chamber of Commerce have donated over $15,000 to feed hospital staff, partnering with local restaurants and caterers who have stepped up to provide meals at $7 per meal. The Coronavirus Aid, Relief, and Economic Security (CARES) Act, a stimulus package intended to aid individuals and small businesses affected by COVID-19, was passed over the weekend. The Small Business Council has provided “The Small Business Owner’s Guide to the CARES Act,” which may help any answers you may have about the new package.
Congress has approved $350 billion in emergency loans for small businesses to help them keep workers employed. In fact, if small businesses maintain or later restore their payrolls, they may not have to repay some — or possibly any — of the loan. Small businesses have begun applying for relief and can access the application now. The Small Business Continuity Fund offers financial assistance to small businesses in New York City as they deal with various challenges in response to the novel coronavirus.

Last night the US Department of Labor released preliminary FAQ’s related to the Family First Coronavirus Response Act. As you know the Act provides emergency sick time for those affected by the COVID-19 virus as well as an enhanced paid Family and Medical Leave Act for those who require leave to care for children at home as the result of COVID-19 related school closings. This Act applies to leaves that begin after April 2, 2020 and is not retroactive. Additional guidance is expected. We will notify members when that is available. You can find current guidance here.

The NYC COVID-19 Response & Impact Fund was created by The New York Community Trust to aid nonprofit service providers struggling with the health and economic effects of the Coronavirus. It will give grants and loans to NYC-based nonprofits that are trying to meet the new and urgent needs that are hitting the city. Click here for more information on this fund and how you can apply.
NC State has issued guidance on takeout and delivery, derived from CDC, FDA, and USDA data.
The CDC, FDA, and USDA are not aware of any reports at this time that suggest COVID-19 can be transmitted by food or food packaging. There is no indication that takeout or drive-thru meals will increase illness.

The U.S. Small Business Administration (SBA) has announced that borrowers with loans from previous disasters will have those loans deferred. The deferments through the end of 2020 will be automatic and borrowers don't need to contact SBA to make the request.
March 23, 2020 Updates:
As a result of the Coronavirus Disease 2019 (COVID-19) pandemic this country is experiencing and to reduce additional burdens on America’s taxpayers, the Treasury Department and the Internal Revenue Service will grant reliefs to all taxpayers who have Federal income tax returns and Federal income tax payments due on April 15, 2020. The April 15, 2020 deadline is postponed to July 15, 2020. Any associated interest, additions to tax, and penalties for late filing or late payment will be suspended until July 15, 2020.
The New York State Tax Department has released guidelines regarding the abatement of penalties and interest for sales and use tax due to coronavirus.
